Introducing KINMS: Korea’s Leading Institute for Non-Traditional Maritime Security
The Korea Institute for Non-Traditional Maritime Security (KINMS) is the nation’s first dedicated think tank focused on emerging and non-traditional threats in the maritime domain.
Beyond conventional naval power, KINMS addresses complex challenges such as climate change, maritime crime, drug trafficking, IUU fishing, human trafficking, maritime disasters, and cyber threats through interdisciplinary research, international cooperation, and training programs.
Mission
KINMS aims to strengthen the Republic of Korea’s capacity for maritime governance by supporting policy innovation, law enforcement capability-building, and international engagement.
Through close collaboration with Korean institutions such as the Korea Coast Guard, Ministry of Oceans and Fisheries, and Ministry of Foreign Affairs, as well as global partners like UNODC, IMO, and regional maritime agencies, KINMS promotes sustainable maritime security and law-based order at sea.

**비전통해양안보전략연구소(KINMS, Korea Institute for Non-Traditional Maritime Security)**는 대한민국 최초의 비전통 해양안보 전문 싱크탱크로, 해양 영역에서 새롭게 부상하는 복합적 위협에 대응하기 위해 설립된 전략 기관입니다.
KINMS는 전통적인 군사 중심의 해양안보를 넘어, 기후 변화, 해양 범죄, 마약 밀수, 불법·비보고·비규제(IUU) 어업, 인신매매, 해양 재난, 사이버 위협 등 다양한 문제를 정책 연구, 국제 협력, 교육 훈련 프로그램을 통해 종합적으로 해결하고자 합니다.
설립 목적
KINMS는 해양 거버넌스를 강화하고 국제사회와의 협력을 확대함으로써, 대한민국이 법치 기반의 해양질서 구축과 해양안보 외교의 중심국가로 도약할 수 있도록 지원합니다.
대한민국 해양경찰청, 해양수산부, 외교부 등 정부 기관은 물론, UN 마약범죄사무소(UNODC), 국제해사기구(IMO) 등과의 연계를 통해 전 세계 해양안보 파트너십의 허브로 기능합니다.
